EWS Training are looking to expand their access to freelance Assessors and IQAs nationally.

We are currently looking for those who are approved to deliver or can demonstrate current knowledge to be approved for:

Level 4 High Risk Operator Competence for Managing Thermal Treatment of Hazardous Waste - Hazardous Clinical Waste Pathway – HROC5B

We currently have clients wishing to commence, so we can engage with you very quickly pending your approval through the CIWM (WAMITAB) approvals process.

Practical Cleaning Level 1 – (various pathways)  / Waste Resource (WR1)

Due to our increased presence at multiple HMPs, we are looking also to attract more assessors who are comfortable working in both women’s and men’s facilities, and can work with a clear defined assessment plan. (Some facilities may require you to gain a background clearance.)

CIWM was saddened to hear the news yesterday that Her Majesty Queen Elizabeth II had died. Along with the rest of the country, we enter a period of mourning as we remember our longest-serving monarch, a person that was much loved by so many people across the land.

The Institution has an obvious link to the Queen, having been granted a Royal Charter from her in 2002. The Charter recognises that the Institution has a solid record of achievement and is pre-eminent in its field. The award of the Charter has to be seen as demonstrably in the public interest - in effect, it has become "part of the fabric of the nation" and has a responsibility to work for the benefit of all inhabitants of the United Kingdom and overseas. These last elements are words that can justifiably be attributed to the Queen herself, reflecting her unwavering dedication to public service throughout her life. For our members, her long reign meant she was a part of the fabric of our everyday lives, and she always had the interests of the citizens of our country foremost in her mind.

It was a great honour to become a Chartered Institution. To have received it from the longest-serving monarch, who was held in such high regard by so many, only enhances that award. The Institution will continue to work hard to repay the faith shown in us, to work for the greater good, and to work for the people and communities that we live in, serve and represent.

We are recruiting self-employed subject matter experts to grow our assessor and quality assurance team to support with apprenticeship end-point assessments, for the following standards.

  • Level 2 Waste Resource Operative
  • Level 2 Metal Recycling General Operative
  • Level 2 Healthcare Cleaning Operative
  • Level 3 Safety, Health and Environment Technician
  • Level 5 Metals Recycling Technical Manager

We are looking for:

Independent end-point Assessors

You do not need experience of apprenticeship endpoint assessment, as we will provide a full induction and training programme. However, you will need to hold the relevant qualification (L3 Award in Assessing Competence in the Work Environment, Level 3 Certificate in Assessing Vocational Achievement, A1, or D32/D33) in assessment, have, maintain and be able to evidence a good understanding of the specialist subject matter, and have experience of observing practical assessments in the workplace. In addition, we expect you to be able to plan, conduct and record the assessment and outcome for apprentices in line with the end-point assessment plan.

Internal Quality Assurers (IQAs)

Again, IQAs do not need experience of apprenticeship endpoint assessment as we will provide a full induction and training programme. As an internal quality assurer we would expect you to hold the relevant qualification (Level 4 Award in Understanding the Internal Quality Assurance or V1), have experience of quality assuring (qualifications or apprenticeships), adhere to the end-point assessment plan and provide good constructive feedback to the assessors.

Location:Our priority is to have more contracted independent end-point assessors and IQAs who are either based in the midlands or north of the UK, however we are willing to consider all areas if you are able to travel within England.

We are looking for an experienced Head of Learning and Development to join our dynamic Professional Services Team.

The role will be responsible to the Professional Services Director and have a particular focus on building and maintaining partnerships with sector employers and CIWM suppliers to ensure the efficient and high-quality delivery of the CIWM’s portfolio of learning and development products and services, as well as oversight of product development and professional service project delivery.

CIWM is delighted to announce that it has recently received recognition as an Awarding Organisation and End Point Assessment Organisation (England) from the educational regulators in England, Wales and Northern Ireland.

This development marks an important milestone in the integration of WAMITAB into CIWM, a move that is intended to strengthen the provision of relevant and fit-for-purpose qualifications, particularly for the resources and waste management sector.

The resource and waste sector will sit at the heart of a post-pandemic green recovery and will play a critical role in helping to achieve the UK government’s ambitious environmental targets in years to come. We want to ensure that CIWM is positioned to deliver high-quality education, training and qualifications, creating and supporting a skilled workforce that is equipped to deliver the vital transition to a circular economy.

WAMITAB (the Waste Management Industry Training & Advisory Board) was established in 1989 by CIWM and other waste sector trade bodies. Solely owned by CIWM since 2017, it is a not-for-profit body with charitable status and its own Board of Trustees.

WAMITAB develops and awards qualifications for site and facility operators across the UK to demonstrate competence in line with the sector’s regulatory and permitting regime. It also develops and awards qualifications for those working in cleaning and street cleansing, facilities management, and parking.

As the leading membership organisation for the resources and waste sector, CIWM represents and supports over 5,000 individuals across the UK and overseas. Through a range of membership products and services, CIWM empowers its members to achieve success and plays a vital role in shaping the future of the sector, ensuring members’ views are represented and that policy development is informed by theoretical and practical understanding and experience.

In recent years, CIWM’s strategy has been to strengthen its focus on developing new and enhanced member services, as well as taking steps to ensure the ongoing commercial sustainability and resilience of the whole organisation.

The closer integration of WAMITAB into CIWM is part of CIWM’s larger mission to unite, equip and mobilise its professional community to lead, influence and deliver the science, strategies, businesses and policies for the sustainable management of resources and waste.
Work on the integration project, and in particular to align the operation and future strategies of both organisations, is well advanced, with both charities now operating from CIWM’s Northampton Business Park head office.

The full merger of the two organisations is expected at the end of 2021, with CIWM taking over the development and awarding of WAMITAB’s portfolio of qualifications in January 2022.

Those with existing WAMITAB qualifications, or those working towards them, will continue to be recognised via CIWM indefinitely, and CIWM is planning to work closely with industry organisations, such as DEFRA, to ensure that employer and employee recognition for qualifications continues to be as strong as it is today.

Natural Resources Wales (NRW) Regulatory Decision

Technical competence - CIWM/WAMITAB Operator Competence Scheme

NRW recognise that many elements of maintaining technical competence will have been impacted by the COVID-19 epidemic.

NRW have adapted their regulatory approach to acknowledge the issues in the areas of:

  • site attendance
  • gaining Environmental Permitting Operators Certificate (EPOC)
  • continued technical competence

Site Attendance

NRW understand that many operators will be concerned about how they can satisfy attendance requirements whilst sites are running on reduced staffing levels and staff may well be ill or self-isolating. NRW state they will be pragmatic in their approach.

Continued Technical Competence

Social distancing requirements have impacted on the availability of tests at Pearson-VUE test centres and NRW have advised that they will not regard the failure to complete a continuing competence assessment that became due after 16 March 2020 as being a failure to comply with the CIWM/WAMITAB Operator Competence scheme.

There will be a requirement to demonstrate you have registered with WAMITAB to undertake this test. If this applies to you or your TCM, please contact both NRW and WAMITAB as soon as possible to let us know. WAMITAB are keeping a log of those who have contacted them. NRW will be checking this list.

Environmental Permitting Operators Certificate (EPOC)

Where an operator is relying on the EPOC for permit application or for lower tier risk sites (per WAMITAB tiers). The inability to provide the EPOC for qualification for new permit application or low tier risk sites will not prevent permit application processing.

NRW will continue to process permit applications without the EPOCs providing the applicant is registered with an intent to complete the EPOC.

There will a requirement to demonstrate that you have registered with the Chartered Institution of Wastes Management (CIWM) and that you provide this proof on a permit application. NRW will check validity with CIWM.

The Operator will have to endeavour to resolve this as soon as possible following availability of EPOC Courses.

This Regulatory Decision will be valid until 1st September 2021.




In partnership with Academii and supported by Ufi VocTech Trust, WAMITAB have developed two waste site safety games designed to overcome key learning barriers in the resource and waste management sector.

The games, launched on World Day for Safety & Health at Work, aim to create a more immersive learning environment which will enable employers to deliver targeted training messages quickly to large numbers of operational employees in a fun, engaging and accessible way.

As well as providing valuable opportunities to improve learning outcomes and speed up the time to competence, this gamified approach also creates a new avenue to improved health and safety by engaging learners working in high risk environments and encouraging them to put safety first.

This new online training was developed in response to a Specialist Call from Ufi to explore how a digital approach could support innovation in adult vocational skills provision.

Rebecca Garrod-Waters, CEO of Ufi, said:

“At Ufi VocTech Trust, we champion the power of technology to improve skills for work and deliver better outcomes for all and these games are a brilliant example of the way tech can deliver engaging and effective learning to meet the needs of the workplace.”

The project began with a discovery phase to identify key challenges related to upskilling operative-level employees in the sector. Findings showed that the main barriers to learning were linked to motivation and accessibility, including lack of funding, minimal space on site, time restrictions, literacy and numeracy skills, and a hesitation towards learning in traditional environments.

To support the development of the games, employers were consulted at regular intervals and the training was piloted with operatives and managers from Re-Gen Waste, as well as the Chairperson of Waste Industry Safety and Health Northern Ireland (WISHNI), to ensure the outcomes were aligned with the needs of learners.

Jay Moosaye, Head of Commercial Development at Re-Gen Waste, said:

“As Chartered members of CIWM, we were delighted to support the development and user testing of WAMITAB's app-based learning. The pilot has proven highly valuable to us in many key areas, such as speed and accessibility of training material, immersion and relevance, content absorption and delivery, while transcending language and text-based limitations.”

The games focus on hazard awareness and fire evacuation procedures, two important skills areas among waste operatives, and have been designed to be image-led to overcome language barriers and support those with limited literacy skills, one of the key challenges identified during the initial discovery phase.

Steve Lanigan, CEO of Academii, said:

“WAMITAB and Re-Gen Waste have been instrumental in seeking to engage learners on safety critical topics using pioneering, dynamic content to help increase awareness and workplace safety through gamified learning. The gamified element helps to break down barriers to education and training, promoting a safety message to help reduce workplace injuries in the recycling sector.”

Upon completing the games, learners will be made aware of relevant WAMITAB qualifications which may offer further training opportunities.

Katie Cockburn, Professional Services Director of WAMITAB, said:

“We hope these initial games will provide the blueprint for a vocational learning model which can be utilised in sectors where time is short, funding for learning is limited, and traditional training methods are not addressing some skills gaps which continue to grow. We would like to work closely with professional bodies, trade associations, learning providers and employers to identify if these markets could benefit from a similar solution.”
